How do I make a mod?

Hi, I really wanna make my own mod.
And I know some basics of how stuff works, but I'm really not well initiated to it all.
My problem (for now, I'm sure I'll have many more in the future) is with the toolkit.
The website says, at step 2, to open a command prompt and change directory to the toolkit.
I know how to open a command prompt, but how the hell do I make it do that???

Please help. And if someone could act as a sort of mentor for me, that would be super great as I really wanna learn and make my own big mod.

Anyone?

with cd (change directory).
you start with your volume:
C: or D:
than you can go to a specific folder.
you can make that in 2 ways.
cd programme
cd steam
.
.
.
oder you can make it in 1 string
cd programme\steam\steamApps\common\...
If you just want to go back use:
cd ..\
