Yes I know, "Not another Mod Suggestion" But hear me out :D
Okay so, FIRST of all, I'm sorry to those who had this discussion pop up into their "Comments" section, if this is a waste of your time then please just scroll past.
SECOND, I would like those of whose interest I have already gained, to listen further.
THE MOD
The Mod that I propose is that which is similiar to this mod in this picture:

The Mod basically consits of these characteristics and bonuses:
• Custom battle instructions to improve Rome’s odds against other Ai factions
• Rome’s starting army has been increased and improved for added challenge
• Rome’s starting navy is larger.
• Roman infrastructure vastly improved to support expansion and advanced armies
• Roman technology tree significantly advanced
• Roman recruitment enhanced so they recruit less Dogs, Gladiators, and Mercenaries
• Starting Roman general’s traits overhauled
• Rome now starts at war with several factions (needed for Ai expansion)
• Added new Rise Of The Romans background menu
• Tailored money boost and starting treasury to sustain expansion.
• Ai personality tweaks (Rome only)
• Ai recuitment output enhanced.

Now I feel as if the faction who has so much to offer, yet seems to be trampled by most, is indeed, and some of you may disagree, but The Empire. The Empire, I feel, should not be trampled by greenskins, bretonnians, vampires and chaos. NO for The Empire[\i] should really show off its name in the blood of all around it. The Empire should RISE TO TAKE ALL WHO STAND IN THEIR PATH FOR THEY ARE THE EMPIRE[\b]
