it's actually pretty easy, you just need a image editing program, and for advanced skin packs, a 3-d modelling program (GIMP 2 is free and is what i use for image editing, and blender is a free 3d modelling application on the steam store.
the way you make a skin pack is you go to your besiege folder, go into besiege_data (this is for windows, good luck if you are using mac ), and go to the skins folder, there should be a template folder.
if you want to make a skin pack, just duplicate that folder, and change the image files inside of it

You just need a photo editing program if you want to change some simple textures.
Paint.net [ https://www.getpaint.net/ ] is also a good option, but you can choose whatever you want.

Go to your local disk where you installed steam go inside the steam folder, then in steamapps then in common, Besiege, Besiege_Data, Skins.

For me it looks like this
D:\steam\steamapps\common\Besiege\Besiege_Data\Skins
