How do I make a mod?

Say I want to make a mod, perhaps a mod that adds The Postal Dude's clothes (both male and female options) from Postal 3 (or a look-alike) to Nobody Loves Me (in reference to They Hate Me difficulty). How would I do this? How much modeling experience would I need? What tools would be needed?

Now I don't no ♥♥♥♥ for modding this game other than combining and tweaking them, but there are sections on the website, https://www.saintsrowmods.com/forum/, where you can ask for help. The people there are very nice and should answer any questions you have.
