Are you running other mods in addition to colonial charter? I've had the same, or similar, issue when trying to load mods that conflict with each other.

No i was just using CC but now it works someway

Whenever you amend your mods at all, you need to accept, then click "Yes" on the prompted message saying for an ingame restart, THEN you manually need to Exit the whole game and restart it from scratch. You will need to repeat that process every single time you amend anything in the mod files.

This used to drive me insane to the brink back in the day too, but from what I understand it's a bug that's been in the base game for a long time. Doing the above should fix it for you though and stop the CTD's with the Fatal error message. :)

Edit: You will most likely need to start a new game each time as well - not all mods are compatible to be incorporated into existing saves without them, so better safe than sorry!

And if youu're using mods from outside Steam - i do - make sure the mod is set for current version of banished (107).

If your issue is that you get a black screen when you enable CC but not an error message, make sure you give it enough time to actually load. It might look like you've crashed while it's actually still laoding. Depending on your computer, it can take anything from 20 seconds to 15 minutes on old laptops.

Good point - I went through this on my old PC -very slow loading. I fired up the ctrl-alt-delete thingy, and it monitored - showing Banished, even with the black screen, was working / loading. Paitence.
