Low performance and low GPU usage.
Hello, I am running a Banished with no mods, and having some performance issues.

I used to get hundreds of SMOOTH fps with my old GTX1050. I stopped playing banished for awhile and since then I have upgraded to an RX480 8gb.

Now that I go back to play banished, my fps is only 100-200 (which is fine) but the game freezes and stutters a lot. I also notice, the GPU utilization is almost always 0% in MSI afterburner, where as it use to be around 100% with my GTX1050. My CPU utilization is only around 40%.

I have reinstalled GPU drivers and no other games cause issues. Whats the deal?

Specs:
AMD Ryzen 3 1200 @3.7ghz w/ Arctic Freezer 34 eSports ONE
MSI B350 Gaming Plus
8gb DDR4 3200mhz
Sapphire RX480 8gb Nitro+ w/ driver v19.9.2
Corsair CX550M

Oh and ill add, sometimes the game will perform fine, but sometimes is completely unplayable.
I am running at 1080p with low settings overall.

check and make sure the in game settings are correct too, there could be a setting your computer doesn't like or simply the game is using the wrong card to process the game.

I dont have any other gpu in the system (no igpu available) so thats not is.

I notice, if i change any setting the game runs fine and then starts to freeze again untill i change any setting.

hope you didnt "upgrade" from a 1050 TI to a RX480 because that wouldve been a DOWNGRADE :) , and even if you only had a regular 1050 that "upgrade" was a lateral move for a minimal increase.

Btw 8gb of vram does not matter at the performance tier, you cant play anything substantial at 2k-4k anyways so 4gb vram is more than enough.
