What Sound/Music Program Do You Use for Character Voices?

I'm making my first character mod and I want to know what programs people use to make a custom voice for their own character mods. Any free ones I could use?

Thanks, but I don't think FMOD designer will help me *make* new sounds. I'm looking for a program that can help me actually make new sounds from scratch before adding them into my mod.
