How do I mod the level requirement for spells?

Spellcasters learn additional spells as they level up, e.g. Cultist starts with Charm Monster and will learn his other 2 spells as he levels up.

How do I adjust these level requirements, and set new requirements for new spells?

Found the answer.

In Data\M_Actions.xml and Data\MX_Actions.xml, some spells have a line called "CharacterLevel". This is the level that characters that have this spell will learn this spell.
