That's why I usually just turn off staff needs.
Without staff needs the staff are just an abstract concept, you can imagine they come and go and are replaced by equal value staff while they all go home and take care of their own needs, they are just stand-in placeholders for the idea of having staff there. A staff room for breaks is one thing, staff do take breaks at work, but beyond that...
Once you start satisfying needs, it becomes glaringly obvious that these staff are on-site 24/7 and are actually more of a prisoner than the prisoners, at least prisoners leave some day (aside from the few with a life term or death sentence), prisoners even get to sleep. Staff? No sleep, never go home, it's like purgatory and they've been sentenced to life in prison pretending to be in charge while the prisoners are treated to all of their needs and then go home eventually.
