Love playing on maps with super strong independents, but that means garrisons are a huge pain in the ass. This mod, https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=810233589, seems like it would be awesome for how I like to play, but the mod seems to be entirely broken. Generated units seem to all be 'boat' (going by the pre battle icon), and none of the buildings spawn units in battle (mebbe related to the boat thing).

I could not find a mod that does anything comparable, did I miss anything? Or is there some trick to getting this one to work?
