Skins are using the same existing weapon mesh and just apply different texture onto them. That can be set on server quite easily just by subscribing the file, which will then be pushed to clients.
However this approach nullifies what the client have and most players tend to have their own stuff so this approach is not really recommended.
If you want to have all new weapons, either grab existing theater mods (Armory Expanded, The Arsenal, etc.) or decompile model replacement, compile it as its own mesh (Mr.Brightside has a guide somewhere) and create new theater entry.
