Report a translation problem
If what Jeff mentioned works, you can try that as a temporary fix but the workshop related changes won't work for you.
Make sure you have the Update for Universal C Runtime in Windows[support.microsoft.com] update installed.
Now download the Visual C++ Redistributable for Visual Studio 2015[www.microsoft.com]. Make sure you install the x86 version regardless of if you're on a 64 bit platform.

Are you using the Steam version of the modtools or the one from Github?
I haven't tried logging out and in yet
And I'm pretty sure I uninstalled the GitHub mod tools as well
