can i add a custom thumbnail pic for my mod in this game

Yes, once you have uploaded for the first time the game will create a preview image in the mod's folder. Just edit or replace that and then upload the mod again.

thanks but for extra images i want to upload, steam just has a continuous uploading circle when i click upload

I get the same thing. Unfortunately we can't fix problems with Steam. It might help to report it to Valve on their support discussion group.
