Sorry, It took me a few lines to convince myself I hadn't misread your post.
I must admit that in the 11 years I have been using rF1 & 2 I cannot recall anyone saying there was too much content on offer.
I have no issue with your opnion however strange it may seen.
I do however don't know what you mean about "specialised content" for "special leagues".
I haven't looked at every item in the workshop but I don't think there would be any content that is for online league use only.
If a league uses content that has been tailored for their needs it would only be available to those league members and not released to the public.
Also you are quite free to unsubscribe to any workshop content that you don't want.
You aren't alone though wanting the workshop content categorised for ease of use.
