The PSI guard exists in name in Advanced Guard Protocol, although its functionality is completely different, it's more defensive as it will connect to other guards rather than your agents.
The additional mission goals, well, there isn't a mod for it, but in Endless you need to find a keycard to be able to exit the mission, and in Contingency Plan you also need to find an energy cell, and there are side missions like scrubbing databanks and decompiling programs which aren't required but can give you a small reward if you can afford the risk.
You may also be interested in the Interactive Events mod which adds those randomized console/safe/other prop interactions from the alpha and early access periods. Programs Extended and New Items and Augments also have some events and side objectives.
