Add structure on the map in a game,(or in the save-game)

Question: There is a mod/cheat to add some structure,(mines/nodes/etc) during a game or in the savefile?

No, at least not with the accessible LevelEd or ModEd.

Would require new, custom software.

There are classic cheats like infite movement, ressource, research etc. though.
