Anyway. Like Clayton said, Codes does have a more linear tech tree, but then it also changes tons of other things that you might not like, especially if you're new to the game. As a standalone, such a mod does not exist to my knowledge, probably mainly because it's rather advanced stuff, and it's not obvious that you can even create such a tech tree within the game.
On the other hand, technologies in Beyond Earth are not "linear", they often don't logically follow from each other, even in the official tech web. Which is a logical consequence from the fact that we don't actually have history to tell us the general "order" in which things have developed. Therefor, the tech web is actually a very good way of showing that we have "all the options available to us" right now, and a more linear tech tree requires a lot of compromises, and making the tech path seem "cohesive" is almost impossible.
With that said though, the tech tree isn't as "open" as it seems. After the initial phase of exploration, the "good" paths will become obvious rather soon. So I'd say to any new player: Embrace the "freedom" the tech web gives you now, because you might miss that freedom (or blissfulness) once you've figured out which techs are simply not really worth going for.
