In PoP, Noldor horse archers have weapon skills in the 500-600, superb equipment, and decent A.I. It's not a surprise that there are not easy to deal with - each of them is more powerful than any player is likely to get in Native. There is nothing unbalanced about it - you are fighting superhuman fighters, with supernatural horses, and legendary equipment.
Overwhelming numbers can do it, with heavy losses. You are not supposed to fight the Noldor in Pendor, and the developers are doing their best to bloody your nose if you choose to do so.
You can still create, train and equip a custom knight order that eats Noldor for breakfast. Short of that, either leave them alone, or drown them in blood.

If you are talking about non-Noldor horse archers, the answer is pretty much the same, except that it should be easier for 90% of them. Now, Doomguides are not much more forgiving than Noldor, but them's the breaks.
Prophecy of Pendor is meant to be hard.
Not everyone can say they beat the latest PoP at 149%+ difficulty without cheating.
As a matter of fact, I can't. But I did beat the previous version at 135%.
