have to WASTE all my disk space in 3 different paths ?.

One under steamapps\workshop\content
One under Steamapps|common|rfactor2\Installed
One under Steamapps\common\rfactor2\Packages

IS THIS REALLY NECESSARY TO HAVE THIS REDUNDANT CONTENT ?.....

THE SYSTEM HAVE TO CHECK IN THE "INSTALLED" FOLDER WHAT ITEMS IS PRESENT OR NOT IN END USER CLIENT.

Don't comment anymore if you are not able to resolve problems or can't understand what the problem is related to.

The problem is related to STEAM ... and i can post everywhere because i'm in steam in the section related to THIS game... where is your difficult to understand that ?.
Again, i have to report you to steam for the second time.

After legislative changes in 1978, Italian psychiatry underwent a thorough overhaul, with the gradual closure of all Mental Hospitals. A nation-wide network of Departments of Mental Health now deliver outpatient and inpatient care, but also run semi-residential and residential facilities (the latter with 2.9 beds per 10,000 inhabitants). Hospital care is delivered through small psychiatric units (with no more than 15 beds). There are also many private inpatient facilities operating in Italy, and the number of private inpatient beds per 10,000 inhabitants exceeds the number of public beds; overall there are 1.7 acute beds per 10,000 inhabitants - one of Europe's currently lowest numbers. There is marked quanti- and qualitative variation in the provision of out- and inpatient care throughout the country, and service utilization patterns are similarly uneven. Studies examining quality of life report a fairly high degree of patient satisfaction, whereas patients' families frequently bear a heavy burden. In conclusion, the Italian reform law led to the establishment of a broad network of facilities to meet diverse care needs. Further efforts are required to improve quality of care and to develop a more effectively integrated system. Greater attention must be paid to topics such as quality of care and outcomes, public and private sector balance, and the coordination of various resources and agencies.

You were told last time that the Steam Workshop doesn't have any connection to the Packages folder. So that means the Workshop stores data in only two folders.

When you subscribe to Workshop content a rfcmp (rfactor component) file is downloaded to the steamapps\workshop\content\365960 folder.
When rF2 is started the Content Manager of the rF2 Launcher unpacks the rfcmp file into mas and mft files and installs them into the Content's sub folders.
That's how it's done and will not be changed so there is no point in getting all flustered about a few dollars worth of storage space. Undo the knots in your knickers and buy more storage space, it's cheap as chips.

The Packages folder is where you put the rfcmp file if you download non-Workshop content.
Once that content has been installed by the Content Manager you can delete the rfcmp file from the packages folder.
