Report a translation problem
I don't think there would ever been any kind of curation. I've played so many other games where the Workshop is flooded with crap (I'm looking at your Divinity OS 2). But, I'd rather have too much stuff to go through, then only scraps.
This tool would not be able to create mechanics from scratch if you don't know how to program. (although that could be a feature added for advanced modders, like Morphite suggested)
The tool would have all existing keywords, abilities, etc. built in, we would then create the cards and export them somehow for use in the game.
As new keywords, mechanics, etc., are created by the modders who know how to program, those can then be added to this tool's library (with their permission of course).
