No you can't import anything. Everything you see on the workshop has been made with the objects and textures already available in the editor.
Any object in the Simples folder has a texture selection property on it. You can't load external textures, but there are a very large number of pre-existing textures you can select from to apply to any of those objects.
In the Library tab (default left side, top), at the very top, there is a search bar. Type in there and hit enter.
It can be entirely mouse controlled if you switch to Control Scheme B, which is generally most people's preferred scheme. In the Editor tab (default right side, top), you can select Control Scheme B, right above the various sliders.
With Control Scheme B, you can hold middle mouse to pan the camera, hold right mouse to rotate, left click to select an object, and middle click with an object selected to zoom in on that object directly (as well as scroll wheel for regular zoom).
Simples are just simple shapes (cube, pyramid, sphere, etc.) with a lot of properties on them for you to be able to tweak. You can combine a bunch of simples to build up your own custom objects, like what you see in some of the more popular workshop maps.
In the Simples/SplinesHD folder, you can find the SplineRoadSimple and SplineTape objects. SplineRoadSimple is a regular road, and SplineTape can be used as a sideless road. These are the same as regular roads, but they also have all the added properties of Simples objects.
You were just using the wrong object. The objects in the Simples/Splines folder are for decoration (creating other objects by combining a bunch of Simples into one group of objects), and the objects in the Simples/SplinesHD folder are for driving on. If you wanted to use a quad as a road, then you would use the SplineQuadTube object in the Simples/SplinesHD folder, rather than the regular SplineQuad in the Simples/Splines folder.
