I think you might want to try and install FM in the same drive as your steam is in (this can help issues like that)
But I don't think its an issue with the game location as fm16 -18 work fine.
I am asking because I see alot of fake and malicious files on various sites and the workshop. I know mine is working as it should.
As I said. Its most likely becuase you have steam on one drive and the game installed on another. I would delete fm and redownload it on the correct drive if possible.
You should be able to manually move the downloads if you don't want to reinstall.

No problem. I have seen this issue in alot of games and have had it myself, since I also use another drive for some games. I am happy to have been helpful. I would suggest they pinned my solution, since that could help others.
