Could someone make a simple mod for increasing all heroes' base INT stat by 10?

I want to allow even the stupidest of my heroes to be able to learn spells. I can (and have) done this with 511 libraries, but that's quite obviously tedious to do each and every single time I want to, say, make a Warrior of Discord have magic. (Insanely fun when it's done, but takes an incredible amount of time to set up and a fair amount of luck.)

I suppose an alternative would be removing the minimum INT requirement from heroes to use the library, but having smarter heroes is a better solution overall since it also leads to smarter decisions from them.
