Report a translation problem
1) It's that easy for most mods (especially reskins and other basic things), make sure you read the description about possible conflict situations and read the comments (to see if people are having issues). There's some mods that ignore possible conflicts.
Things can get trickier if you mix things with non Steam mods and not know the consequences.
2) If you go to "browse the workshop" you should see your avatar on the right, below it is a dropdown "your files" with "subscribed items" to get you a list of the mods that you've subscribed to.
3) Not sure what you mean, I don't think you can subscribe to mods without having the game installed. I'd think that that is a way to get rid of mods, but that might not even be true.
4) I don't know about the cloud saves, I don't use that option (you can turn it on or off). But traditionally, yes, uninstall and it's all gone. I transferred my mods and saves many times from many hard drives to new ones, it's just folder content (again, assuming you're not using the cloud save option). You don't need to backup Steam mods, just keep a list of which you had and resubscribe.
Non cloud saves should be at:
[drive]:\[steamfolder]\SteamLibrary\steamapps\common\Knights of the Old Republic II\saves

Thanks so much for your quick response! I decided to just try a new game and the mod where you get sabers on peragus (first mission) worked to my amazement! I am currently confirming if the mod i also suscribed to where you can custsomize your hilts based upon the jedi academy game is in effect or not now that i all of a sudden have lightsabers...
So all of this makes me think that I may have had the previous mods on my previous game where i am 2/3s or the way through...
I do have another question for you: because i see that at least 1 mod ( start Peragus with lightsabers) is in effect with my new game i started, then I presume the other mods are in effect too such as TSLRCM; does this mean things like TSLRCM would be in effect with other game where i am 2/3s of way completed as well?

As to your question about TSLRCM being in effect with your 2/3rds completed game, the answer is "yes", unfortunately. I say unfortunately because TSLRCM is designed to be active from the start of the playthrough and adding it on part way through the game can cause issues (otherwise I consider it an absolutely necessary mod). Your new game will be fine, but you'll need to remember to unsubscribe from TSLRCM if you want to go back to any non-TSLRCM saves.
And yes, don't run TSLRCM on partially completed savegames. You WILL get stuck.
