Is it possible to modify or remove the Lucky mechanic?

After having Shooting Stars ruin a game I am interested in removing Lucky from the game completely, or if that is not possible, lowering the chance to 1%. I am already playing with the Halflings Without Lucky mod, which is great, but the mechanic still intrudes into otherwise good games and ruins them. Does anyone know if this is possible? Or is it hard-coded? Thanks.

There's a few mods that do this already, like:

Not sure if these disable the Global Event 'Shooting Stars' though.

They don't, I already play with Halflings Without Lucky and still got Shooting Stars. But I think I have created a mod that deals with it via changing the Shooting Stars effect and the Cloverfield effect.
