I'm willing to bet good money that OVERKILL had plans for more safes down the road set up before ♥♥♥♥ hit the fan with OTWD and whatnot. There are still a few characters whose backstories, countries, and personal roles would make for GREAT safe inspiration (read: Jiro, Dragan, Sokol, Bonnie), and even if none of those were up for consideration there's still a metric crapload of good skins out here on the workshop that wouldn't be too difficult to add to the game in future safes. In fact, the community itself seems to have been bouncing around ideas related to making their own themed safes - the idea of a community Halloween safe seems to have gained some traction, and I do see a lot of skins themed around Hotline Miami and/or making guns look like they shoot lasers instead of bullets.
Of course, if you looked at the news anytime in the past two months, you're probably aware that Starbreeze just dramatically went belly-up, going from an inspiring underdog success story to a cautionary tale of what not to do when expanding a company, and given how Starbreeze and OVERKILL are basically in a perpetual symbiotic relationship this means that OVERKILL is currently in serious trouble with no easy way to survive available to them - PAYDAY 2 has officially come to its conclusion as far as major content updates are concerned, Raid: World War 2 has literally nobody playing it, StarVR went nowhere, Dead by Daylight was sold off to scrounge up emergency money, and the people who own the rights to the Walking Dead trademark couldn't be bothered to get off their high horse for three seconds and officially barred OVERKILL's development team from even trying to make any sort of improvements to it.
This doesn't mean the end is absolutely guaranteed, of course. Starbreeze is not yet officially bankrupt, so though they may be a walking corpse (fittingly enough) they aren't out of the picture. It's just that, well, even though OVERKILL gets a cut of all the Steam Marketplace revenue generated by PAYDAY 2 cosmetic item sales, said cut is entirely dependent on the frequency at which things sell and how much they sell for, and since the only weapon skins that ever sell at a consistent rate are so inexpensive OVERKILL probably wouldn't even get enough money off the transaction spike caused by the introduction of a new safe into circulation to buy a sandwich for the receptionist. Which means that even though more safes for more cosmetic economy is a solid long-term solution, OVERKILL is probably refusing to consider it simply because they won't stay alive long enough to get any use out of a long-term solution if they can't find a short-term solution first.
tl;dr The odds are pretty strongly weighted in favor of another safe never happening, even if said safe is a community safe and not an official OVERKILL safe; and in the event another safe does come to this game it's not going to be here for a long time. Don't get your hopes up.
Fortunately, there is one silver lining - BeardLib actually got a stable means of adding weapon skins to the game a few months ago, which made it finally feasible for skin creators to release their works for general public use if so inclined. Even if OVERKILL does perish and is never able to make another safe for their game, the community itself can still do so on its own - DerSushy made his own Christmas-themed safe and I made my own GenSec-themed safe, for example. Yes, you shouldn't get your hopes up, but you shouldn't take that as an excuse to give up completely.
It might even work to reward community creators ... kinda like how they split the H3H3 dlc.
I would buy that in a heart beat. Bonnie Safe, Jiro Safe and so on ...
