With the Debug Tool, you can create buildings for free, so that'd work for the stockpile creation bit, but no "building" will ever vanish on its own you'll always have to give orders for them to be removed. And you can't have a mini-building automatically created wherever a tree falls, to turn the logs that visually appear there directly into something that's available instantly.
You do have a work-around that doesn't even require modding: instead of using the clearing tool, make small stockpiles when clearing stuff. Some of the mats that were there when the stockpile is created will directly end up as stored. You'll waste some time later on when you have to destroy those stockpiles to build stuff in their place though, as people will need to move anything that was still on them to another stockpile.
