So as I understand it you're editing fishFood .data? Something like this?
I just tested this at my end and it works fine. Have you gone back into the file to check that your earlier edits weren't overwritten by an update? v2.0.3 included an update to the fishFood.data file which would have overwritten any edits locally in your copy.
If that is the case you might consider turning your changes into a mod. Mods are immune to being overwritten by base game updates, which would save you having to go in and tinker each time a file is updated. Here's a quick primer into modding:

You can ignore most of steps which are to do with uploading to workshop. It's possible to create a mod locally just for personal use.
