How would I make it so that the land borders between some countries are closed off? I can change plane flights and boat trips but cannot find the option for this. Also, would I be able to make an event that causes all land borders to open again once a certain trait is evolved?

EDIT: I figured it out: it's in the Government Actions Lab. I'll leave this post up for anyone else who was having trouble with this.
