Help with Scenario Creator

I was wondering, how do you make random news events appear in the news bar occasionally once a certain symptom is evolved?

Go to Event Creator:
IF tech event = sympton is evolved
and random number between 0 and 1 > x (x equals your chance, with 0.01 beeing 1%)
