Made my first skin, but there's something odd..

Hey, so I just made my first skin and I uploaded it and it's asking me the following:

"Payment information required. You'll need to fill in your payment information before accepting this revenue share".
I am not home and I don't know my banking info. Does this mean that the skin has not uploaded until I do all of this extra whacky stuff?

You have to enter in account info because if the skin get accepted to the game, Valve needs to know where to send your cut of that said skin's profit to. Until that is fully done, your skin will be uploaded to the workshop but will not be able to be viewed by the public.

Also, do ya know if I even get a copy of my skin if it's accepted, or do I have to get lucky like everyone else?

you'll get a personal version of it. remember that your tax info is also needed in order to upload to workshop.

how do I find my tax info? I have never done things like this before

just see what steam wants you to type up. needed taxing informations might vary from country to country.
