Trying to fix my Weapon for Ashe, firing while scoped then trying to hipfire has a delay

So in the Overwatch Patch for 04/06/2020 they made this change

The Viper
* Unscoped shots can now be fired much more quickly after firing a scoped shot.

But in Kovaaks I can't seem to correct this behavior to match Overwatch, any ideas as to how or why?

The development team is small. The first Kovaak's was just Kovaak. That patch is only a few months old; with everything going on with, they probably haven't had the time to sort it out. Your best bet would be to try & bring it to Kovaak's attention. If he feels it's important enough, they'll try to patch something in I bet. GL
