Report a translation problem
I've moved this to the modding forum by the way. You should be able to modify mods in the same way as vanilla files.
Possibly what is happening is Steam is overwriting your changes to the mod?
I would recommend copying and pasting the mod you are trying to change and then editing the modinfo.data file and removing the workshop id. That will make it a new mod. Then maybe the changes will stick.
