How do you install running gear mods without workshop installer?

So I got a rim and tyre pack mod I want to add to the game, but I think I keep adding it to the wrong folders. Is there a specific folder I add them to? If so, which one?

P.S. I don't have the time to deal with workshop installer atm. Right now I prefer to do it the old fashion way.

All parts usually just go in the parts folder.

Yeah but apparently they don't appear in game. Tried putting them in the specific category of parts but they weren't appearing in game.

You can open the rpk to check where it would look for the files.
Wich mod is it, I suppose it's not from worshop, is it? Catalog section ids may be different between game versions, so this could be the problem.
