Can someone explain to me how to add government reforms?
So basically I want to add a government reform for colonial nations, the government reform is "crusading colony" basically they are intolerant as hell but get bonuses to conversion for both religion and culture, I added it into "02_government_reforms_republics" and "00_governments"

This is the code in "00_governments", as you can see I have added "crusader_colony_government"

Trouble is I don't see this option listed when I select a colonial nation and choose it's government reforms from the government screen, I can't see the reform I have made for them and I don't see anything on the wiki about how to put it there, could I have some help with this?
