Creating a new country not explained in detail

I think more explanation is needed.

For example how to adjust max GDP. It's not explained in detail:

Only the max works, and it is used as a scalar against which debt is measured to calculate debt as a percentage of GDP, and thus credit ratings. It is probably best calculated by comparing as nations debt against an existing mission nations debt and adjusting accordingly.

This is a fair point. I need to do a better guide, but TBH I would like to eventually do a MUCH better job of this and code a user interface for creating countries.
