Mod is recognized, but nothing happends in game

I have a mod where I add one policy, and I've followed the instructions super carefully and re and re-read the mod tutorial like 8 times by now and it will not work. The policy doesn't show up in game. What do I need to do?

Does the mod show up ok in the mods control panel? (from the main menu).
If you cannot see it there, or you can but its red (disabled), then thats the problem.
