Report a translation problem
There are two ways to do what you implie.
The first way is to, before uploading the creation to the workshop, go in the Appdata directory (Windows+R) and search the game's file to find your creation's thumbnail. "Simply" delete the one in the folder and replace it with yours, and ta-da your creation now has a custom thumbnail.
(if you don't create a new one before upload).
The second way is to just upload the creation, and to go down the creator's menu on steam and upload your custom picture on the creation's page. That won't be the thumbnail tho, its just an additional picture you can see on the actual steam article.
