Getting "No Pass" to work on terrain....
On my Helicopter Base map, ive got many cliffs that I thought would serve as no pass locations, I even marked them with the terrain brush as "no pass", they have the red under the cliff entities, but vehicles and infantry alike will walk and drive up them as if they are flat terrain.

How do I get the game to actually recognize the no pass as no pass?

There is terrain pp "no_pass_human" try this, it should work blocking humans from moving through.

What happens is the no pass goes under the cliff pieces and the cliffs are marked as normal terrain.
