Report a translation problem
I got the same issue but got around the problem. Instead of opening the game and trying to open steam to claim the free content, I opened steam, looked for free DLC and installed them. During the installation, it does open Total War: Warhammer. If you go to the main menu and try to start a new campaign, you will see that the free content that you just installed is now unlocked. When I closed the game, steam would sometime show that the free content is not installed even though it is. I suppose refreshing the page in steam might fix that but I checked on the following day and it does show as installed.
