From their POV that wouldn't make a ton of sense since they sell cosmetics in DLC's and from their in-game store. The thing they could do however is pickup cosmetic mods people made and ask to put them in the store for some split profits between Fatshark and the modder, otherwise I doubt they will whitelist cosmetic items.

Not really what I meant but I guess the title is too broad. What I mean are mods that would allow you to swap how cosmetics look, for example, but only client-side so other players just see you using a default skin while you see yourself walking around in some other career's skin.

This is possible in the "Modded Realm" - not in the Official Realm.
In the MR you can have any weapons and skins that are actually intended for other characters.
There is also a trick to take cosmetics from WoM into the main game (hopefully this has been fixed).
But somehow it doesn't make any sense or fun if others don't see you naked or in the most stylish clothes^^
