How to upload the cover picture to the creative workshop
What format does the picture need and Which folder should I put it in

You need to use the 32-bit legacy client to upload pics. On the library -> right click Company of Heroes 2 -> Properties -> Beta -> select 32-bit legacy. You will download the old version (1 GB+) and upload using that. When the pic is uploaded you can go back to the live version (redownload).
