Idea: Dirty cops and corrupt employees
This would add a whole new element to normal and escape mode.
I
n normal mode, there will be a chance for any staff member to become corrupt. A corrupt employee will simply not do their job, and you would be forced to fire them. The more higher security prisoners you have, the more likely the corruption of a staff member will become.
In escape mode, you would be able to recruit workers, guards, snipers, etc to your party. The corrupt employees would behave exactly like normal employees when not being played as, except for the fact that they will turn a blind eye to all your crimes.

There would be four categories of staff with different prices, staff, guard, trained guard, and admin. Staff would be workers, doctors, gardeners, etc. Guards would be guards and snipers. Trained guards would be armed guards, dog handlers, orderlies etc. Admin would be wardens, foremans, chiefs, etc.

In normal mode, the chances of a staff member would be lower for higher groups, with each group having half the chance of the group below it. In escape mode, staff would take twice as much rep to recruit as a prisoner, guards twice as much as staff, and so on

In normal mode, corrupt employees would be a mutator than can me turned on or off when making a prison.

This mod would finally allow a mafia to completely run a prison from inside in escape mod, which is something that I'm sure several people have wished was possible
