change to conscript grenade research

Unless I'm really confused...

They changed the Soviet Base HQ to have a single research upgrade to cover both grenade types. It works in vanilla, but broke a mod I'm working on. However, even after getting the Tools Data update, I can't see the new upgrade in the attribute editor.

Is it broken, or just me?

The last update for the object files in the modtools was 11 months ago. The last few game updates are missing. You have to create a new upgrade and set that as requirement in both grenades to fix it.
