Skyrim Workshop has always been buggy.

Apparently this answers to my question. There was an update recently. I asked if that made things better. Answer: no.

Things should be running better with the Skyrim Workshop given the number of mods taken off, mod developers leaving and general lower volume but they are not. People are giving mods negative ratings when this happens.(It has nothing to with the mods or the mod developers...its just Steam). Good mods and good mod developers have returned.....unfortunately, they have returned to this. I wish I knew what Steam's long term plans were. They got rid of the Mis'bits workshop...I hope they don't get rid of this Workshop as well...Its still one of the most popular Workshops that Steam has to offer.

Depends where you are subscribing to those mods. Subscribing on the Steam Community with Steam in offline mode will not install the mods. You will have to go in online mode and start the game from there and it will download and install the mods, which may take a while. If you don't want to play in online mode, just exit and put Steam in offline mode again. Be sure to unsubscribe those mods to prevent unwanted mod updates that may cause issues. It sometimes may take some time for the installed mods to appear in 'Data Files'. Just be a little patient. Once installed and activated, use LOOT to arrange load order.
