Honestly, probably not. Now, I will admit I am not a modder for SH and my "attempt" was short lived as other occupations in my life simply took priority, but from what I know, the core code of the game is not accessible. There are problems and bugs that can't even be fixed because the tools that were released to the modding community did not open the full range of modability we would all like. I would be willing to bet the core functions of the building system are apart of this untouchable code.
At least, that is my take. Hope a modder sees this and can give you a more clear answer.
The reason it has been not done is much more technical. The building system is a literal colossus, it is alone almost half of all the code in the game, and is extremely complex. One could go and try to rewrite it, sure - but remember that the developers themselves have struggled for years with a professional team to reach the current stage.
That's why we prefer to do small tweaks and changes every now and then (through ACE) instead of trying to change it completely. It would be a daunting task and my guess is that whoever tries it would be constantly swarmed by dozens of problems, and dealing with each of them would result with the person eventually reaching what the original devs reached already. There are many things we'd like to try to add or change eventually, including allowing finished buildings to be changed, sure... But it's not something we can promise, unfortunately.
