Ever see one of those old weird laws, like "it's illegal for a donkey to sleep in a bathtub in Arizona?" Or see something that just irritates you, like someone being loud on their cell phone in a restaurant, and wish you could get them arrested for it? This is the kind of mod I'd like to see. Extreme punishments like "80-life for flicking cigarette butts from a moving vehicle" - especially if the player could edit an .ini file or some such to amend or expand the list.
