Insane Inmates

Has anyone ever got the insane inmates to attend the psychiatrist class? Been trying to get it to work for months on multiple prisons but they never attend, everything is setup correctly btw so I'm just asking if its ever worked.

As i remember they need work time to do the psychiatrist class. Also check if you have enough consecutive work hours for that. Some classes need 3 hours, not sure if it was the psychiatrist class, as its a long time, since i played this game.
