Modules that are more... management focused?

Are there any modules that are more indepth of things like maybe a kingdom or just a better party management system in general?

I like to play to alot of aged games like Wizardry V or even the Mandate of Heaven. Party management in those respects but survival elements and such is cool too. I don't really know where to begin on what kind of story I want to see but bosses would be great even Tarrasque.

The management aspects are kinda incidental, but you organise a larger party plus horses, acquire a castle, manage the estate a little bit, dabble in diplomacy and (maybe) get to be Queen / King.
