Also, in Steam settings there is a button for clear download cache.

I write again because I have the same error, I do the same as the other time but it does not resolve, it is like that every time I subscribe to a mod, steam detects that I am subscribed forever, if I unsubscribe it does not unsubscribe and yes I remove the mod and I subscribe again it does not install either, I do not understand how to fix it pls help

I just tried it now and seems to work.
When you unsubscribe, you just unsubscribe from the Steam Workshop page, right? In the initial post you said you also deleted the folders (this is not necessary and may cause issues). Just unsubscribe from the Workshop page and start the game afterwards.

A question: when you unsubscribe from a mod and then refresh the Steam Workshop page, does it show you're still subscribed?

No, I first unsubscribed and it was not deleted anyway, that's why I manually deleted it, every time I give it to subscribe or unsubscribe it happens as if it were fine, it unsubscribes and everything is perfect, but when I enter the game there is no mod, then I see the folder of the mods and there are none
